The philosophy of IRC is simple. It takes the view that in the new century the problematic of third world development has to be redefined. No longer is it sufficient to argue that democracy will solve all the problems of this world and that dictatorship is the root cause of underdevelopment. The truth may be that there is a dilemma between democracy and dictatorship.

Authoritarian systems may not solve all problems but democracy also becomes unacceptable if it leads to modern “killing fields” when the ugly faces of intolerance in plural societies implode. IRC also believes in the freedom of the marketplace but there are limits, environmental and others, beyond which free enterprise should not be permitted to go and that it is the duty of government to make those limits clear and to insist on their observance.


Within the framework of this broad humanistic-oriented philosophy, IRC's future programs will underscore the relevance and importance of strong institutions and mechanisms for countries undergoing economic and political transition in the face of scarce resources.
